Yes it has been confirmed you can do this without removing the bumper. That's how I did mine.

Just wait till the motor breaks in and you will feel it get smoother and faster!

You may have to take the top portion of the gov off and rotate it so it fits better. You can pull the i.c forward to install it so you don't need to take the bumper off. A bit of work but you can get it to fit.

The stock valve is prone to getting rips and is a rubber diaphragm and not a metal piston like the other. It will also hold the boost better and will be better for a tune than the stock one. I have noticed everything is smoother with the better one and I don't feel a wave like I did with the stock

The easiest way to do it is to take the bumper cover off . I'm not sure why . But 2014 had clearance my 2016 does not . Possibly mid year 2015 also has no clearance . The cover comes of really easy . Follow the directions posted in the forum . But you do not have to remove your bottom engine cover . Take the top of the air box off , the air scoop to the box and bumper cover ( don't be scared you will be happy as hell when you are done ) remove the two front bolts on the DV ( Diverter valve ) then use a closed or open end wrench 10mm to loosen the bolt in the front on the DV towards you . Pick the bolt up enough to slide the DV out with the mount plate . Also remove the hood latch mount bolt that is above the DV . ( you may or may not have to bend this mount upon re install . I had to bend mine slightly )

Next
There are two bolts on the scoop vent on the rad support on the inner side of the engine bay . Remove those two bolts and jiggle the air vent/scoop out . Now you will see the two bolts that hold the intercooler upper mounting bracket in place . Remove those two bolts and the bracket will come free . Pull the intercooler inward towards the engine bay . ( this will allow you to place the Sml BOV onto the top of the inter cooler . But remember to have the front bolt on before you put the intercooler back into position for mounting . Finger tighten all the bolts for the BOV . DO NOT !! Over tighten these bolts because you could damage the intercooler !! Watch when you tighten them down as the have a rubber seal . Make it flush then a slight tight . I'd say about 12-14 ft pounds .

Now note :
When I first installed this BOV I did so with out changing the vacume tube position . The BOV sounded very low . Lower than when I just remove the hose and let the car stock DV vent to atmospher .

What I did was remove the for top bolts on the turboxs sml and turn the top hat so I could have the vac tube point toward the engine bay and have the bottom holes line up with the mounting plate holes for the most possible air flow . You will see what I'm talking about .

After I did that the BOV was super loud ! Not doing this I would think the car would eventually throw a turbo not venting code .

Sorry I can not post pictures because it won't let me from my phone and don't have time to run my laptop to a wifi spot lol . I do have photos of it installed and video on Instagram User name CESART1970
Happy tuning !

You can do the 15's without the bumper off. You would have to remove the 4 bolts around the hood latch then remove the cold pipe. Under the black plastic you will see 2 10mm bolts under there that hold the bracket. after that you can push the i.c forward and get to the 3 10mm bolts holding the stock BPV on.

It's super easy to do. If you feel more comfortable then do like Caezar said and if you need help removing the bumper check out this thread...http://www.forteturbo.org/forum/36-kia-forte-turbo-diy-section/721-bumper-removal.html
